Our Regulation 44 Approach
Our approach is built around independence, safeguarding, evidence and improvement.
We provide clear and constructive challenge while working professionally with home leaders to identify strengths, areas for development and practical actions. Every visit is focused on understanding how the home is operating, how children are being supported and whether systems, practice and leadership are helping children to feel safe, valued and cared for.
Our consultants consider the quality of care, children’s voice, safeguarding, incidents, risk, education, health, relationships, staff practice, records, leadership oversight and progress against previous actions.
What to Expect
During a Regulation 44 visit, our independent visitors focus on the key areas that help build a clear picture of how the home is operating and how children are being cared for.
We look at children’s safety, welfare and lived experience, safeguarding practice and risk management, and how well children’s voices, wishes and feelings are heard and acted upon. We also consider the quality of care and support provided, including education, health, routines and progress.
Our visits review incidents, restraints, missing episodes and follow up actions, alongside staff practice, supervision and leadership oversight. We also look at records, care planning, management monitoring, complaints, consequences, behaviour support and de-escalation.
Our aim is to provide a balanced, evidence based view of how the home is functioning, highlighting good practice as well as any areas that need to improve.
Child Centred Independent Scrutiny
Children are at the centre of every Regulation 44 visit.
Our visitors focus on the child’s experience of living in the home, not just whether paperwork is complete. We consider whether children feel listened to, whether their views are acted upon, whether they are safe and whether the care they receive supports their wellbeing and progress.
Where appropriate, our visitors speak with children, staff, managers and other relevant people to build a rounded picture of the home. Regulation 44 allows the independent person to interview children, staff and others with consent, and to inspect the premises and records as part of the visit.
Safeguarding Insight
Safeguarding is central to our Regulation 44 work.
Our consultants look closely at risk, vulnerability, incidents, physical intervention, missing episodes, allegations, complaints, medication, relationships and staff responses. We consider whether leaders are identifying patterns, responding to concerns and taking effective action to protect children.
We also explore whether children understand how to raise concerns, whether they feel safe and whether staff are responding to their individual needs.
Reports That Drive Improvement
Our Regulation 44 reports are written to be clear, evidence based and useful.
Each report identifies key findings, strengths, areas for development and practical actions. We avoid vague recommendations and focus on actions that help leaders improve care, strengthen safeguarding and evidence progress.
Our reports support providers to demonstrate oversight, accountability and continuous improvement to senior leaders, Responsible Individuals and Ofsted.
