Omni Consultancy Group is led by experienced professionals who bring together expertise in children’s services, education, adult care and regulated service improvement.
Our directors have worked directly within complex care and regulated environments, giving them a clear understanding of the pressures faced by providers, managers, staff teams and leaders. Their combined experience allows us to offer practical, honest and improvement focused support.
Billie-Jo Kelsey
Billie-Jo is an experienced senior leader with over 20 years’ experience across children’s residential care and custodial environments, and winner of the Influential Women in Business Award 2026.
She is a former Registered Manager with a proven track record of achieving consistent Outstanding Ofsted outcomes. Her career has given her a strong understanding of the leadership, safeguarding practice, staff culture and quality assurance systems needed to deliver safe, effective and child centred care.
Billie-Jo works as a Director of Care and Social Care Consultant and has extensive experience in safeguarding, mental health, service improvement and regulated care.
Billie-Jo is committed to supporting providers to build safe, nurturing and well led services where people feel secure, valued and supported.
Lisa Rafferty
Lisa is an experienced senior leader with over 16 years’ experience working across children’s residential care, secure adult services, young offender services, asylum services and custodial environments.
She has a strong background in governance, compliance, safeguarding and quality assurance, and has held senior leadership roles within regulated services.
Lisa has achieved Outstanding Ofsted inspection outcomes as a Dual Registered Manager and is an experienced Responsible Individual, Regulation 44 visitor and Social Care Consultant.
She brings a supportive approach to independent monitoring, helping providers recognise their strengths, and take clear, confident steps towards improvement.

Our team has worked across children’s residential care, adult social care, supported living, specialist education, alternative provision, complex needs services, learning disability services, emotional and behavioural difficulties provisions, safeguarding, workforce development, quality assurance, training, inspection readiness and regulated service improvement.
This breadth of experience allows us to support providers from every angle. We understand the connection between safe care, effective education, strong leadership, confident staff teams, robust safeguarding and meaningful outcomes.
Our consultants include Regulation 44 Visitors, Registered Managers, Responsible Individuals, Children’s Social Care Consultants, qualified social workers, education practitioners, adult care specialists, training professionals, safer recruitment specialists and senior leaders.
